National Overview: Country-Wide Production and Risk

One country-wide dashboard for ministries and national planners. Aggregates every monitored estate into headline metrics for area, production forecast, value, and health, with full drilldown to region.

National Overview is the top layer of the aggregation stack. It presents one country-wide dashboard designed for ministries, national agencies, and policy planners who need reliable headline numbers, not per-field workflow.

Every number here is a rollup of the layers below it. It is defined by the Aggregation Model, refreshed on a fixed cadence, and reproducible via the same explain-view that powers Verification.

Headline metrics

The top of the dashboard is a single strip of headline cards. These are the numbers cited in ministerial briefings.

Regional heat map

Choropleth of the country by area-weighted health score. Click a region to drill into its Regional Forecast. Regions with fewer than 5 estates collapse until the k-anonymity threshold is met.

Production forecast by crop

Stacked forecast for the current season: rice, oil palm, rubber, pineapple, and other. Central estimate with P10 to P90 band per crop.

Top national hazards

Five rule cards affecting the largest area nationally this week, with week-over-week trend and the top three regions per hazard.

Weather stress outlook

14-day national heat and rainfall outlook. Zones flagged for drought watch or flood watch are highlighted with region coordination status.

Season-over-season

National NDVI, production forecast, and healthy-area share plotted against the previous three seasons. Useful for trend statements in press briefings.

Verification throughput

Count of verifications issued this week nationally, split by agency (Subsidy / Takaful / NADMA), plus acceptance rate and median turnaround.

Stale cards show a Stale badge with the reason. Common causes are persistent cloud cover in a share of area, a rule card upgrade still propagating, or paused monitoring on a share of the national base. See Aggregation Model - Refresh, freshness, and lag.

Access and privacy

National Overview does not unlock per-field or per-estate identity. Even a ministry-level user sees only:

• Regional aggregates and their drilldowns
• Estate-count buckets (never individual estate names in unauthorized regions)
• k-anonymity threshold of 5 on every slice

Individual estate performance stays with the operating entity. If a ministry needs field-level evidence for a specific case, it flows through a per-field Verification bundle issued by the operator, not through this dashboard.

Weekly ministerial brief

Read the headline strip on Monday morning. Add the top national hazards card and the weather stress outlook. Export as PDF. Every number in the deck is reproducible via the explain view; no manual number gathering.

Season outlook for policy planning

Season-over-season card for the last four seasons of production forecast and healthy-area share. Overlay with subsidy disbursement and NADMA claim volume to inform the next fiscal year’s allocation.

National early-warning coordination

Weather stress card flags a national flood watch. Drill into each affected region, then export bulk pre-emptive NADMA notices. The evidence chain for each affected estate is already assembled by the Verification Model.

Agency performance review

Verification throughput card, filtered by agency, over the last 12 weeks. Track acceptance rate and median turnaround. A dropping acceptance rate on one bundle preset is a signal that the preset needs review with the receiving agency.

Reproducibility

Every headline number and panel value has an Explain action. It shows:

1. The list of regional rollups that fed into it
2. The aggregation rule that was applied (extensive sum, area-weighted mean, distribution, rate)
3. The job’s run timestamp and the input Data through cutoff
4. Any regions that were excluded and why (stale, paused, k-anonymity threshold, missing phenology)

The same explanation is embedded in every exported PDF. National numbers do not appear without their explanation attached. This is what makes the dashboard citable in agency and ministerial documents.
